The Human Rights Commissioner of the Republic of Abkhazia sent an analysis of the public offer agreement for the supply of electricity for domestic use to the  President Badra Gunba with a request to review it and take measures to cancel the agreement or amend its provisions that violate consumer rights.

On October 20, 2025 an appeal from the Human Rights Commissioner of the Republic of Abkhazia, A. R. Kishmaria, was sent to the Prime Minister of the Republic of Abkhazia, V. V. Delba, noting that the public offer agreement for the supply of electricity for domestic use proposed by RUE Chernomorenergo contains terms that violate consumer rights. In this appeal, the Human Rights Commissioner requested the Prime Minister to consider terminating this Agreement and to ensure that relations between RUE Chernomorenergo and its subscribers are further regulated based on and in accordance with civil legislation.
On October 28, 2025 the Office of the Human Rights Commissioner in the Republic of Abkhazia received a letter from the Minister of Energy of the Republic of Abkhazia, B.V. Mushba, stating that the Commissioner's appeal had been reviewed by the office at the request of the Prime Minister. The letter noted that the Public Offer Agreement was developed in accordance with the requirements of the legislation of the Republic of Abkhazia, its provisions do not violate consumer rights, and follow from the legislation of the Republic of Abkhazia on electricity, including Resolution No. 39 of the Cabinet of Ministers of the Republic of Abkhazia dated April 7, 2022 "On Approval of the Procedure for the Formation and Application of Prices (Tariffs), Rules of Use, and Consumption Standards in the Electric Power Sector."
Due to the fact that the response received does not resolve the issues identified in the appeal and the situation regarding the violation of consumer rights, the Commissioner sent an analysis of the Public Offer Agreement for the supply of electricity for household needs to the President.
